I can't upgrade my Pegasus to level 11 because it says I don't have enough Elite parts, but I am only getting thorium for the Elite Pegasus bases. It's not giving me any Elite parts when I take the base.
These are not elite pegasus bases, but regular bases to collect 8 parts for pegasus. The Elite Pegasus was introduced via the event shop during Holdout 20. ( May 20, 2022 ). So when is the next Holdout you can get elite parts - November 18th Holdout Begins.

I guess the confusion is that they call them Pegasus II bases. That would imply they are elite bases and Pegasus I bases sould be standard.

This naming was first done with kraken.
Base I is basically a showcase for the unit, base II is where you get parts to unlock it and its tech
