No, you cannot. Officers are a Facebook exclusive thing unfortunately.
Bummer thanks for the info i have one more question ... I am stuck in R&D because I do not have a teir 8 skirmish fleet to do the camp or the tlc for introduction to skrimish camp i mean I would hate to build tier 4 hull from reserch and then not be able to use it and waste time i could be building ot upgradeing somethng currant ....

It is a known roadblock unfortunately. Tier 4 wouldn't be able to complete it and I don't think can even engage it.
If you qualify for support you can send a ticket and possibly be given a fleet capable of entering, but short of that there isn't currently a way of completing that objective.
FB account was hacked and now I'm suspended, maybe forever. Now I can't get to my game. Is there another way to get to my account without going through FB?
As far as I am aware you can only link accounts if you started on Facebook and are trying to link to Kixeye.
If you started on Kixeye and try to link to Facebook it will create a new account and overwrite your current one.
If you qualify for support you can send a ticket and possibly be given a fleet capable of entering, but short of that there isn't currently a way of completing that objective.
