Kill the lvl 40 Cargo Salvage Fleets.
Many years ago the spawn of the 40 cargo/salvage fleets was increased due to an R+D or Mission requirement.
They are no longer needed in that respect and frankly are a pain in the azz for blocking 51 and 71s from spawning. Thx
