Sure a lot of folks would like older hulls to be useful today, especially the Tier 99 Man of War, Hellstar, Caedes, Proto-Nemesis & Ghostcrawler.  All of these may be tier 99, but have about tier 3.5 usefulness.

However what your asking for is impossible to do.  It would require the dev team to re-balance every hull, pve/pvp targets, specials, etc.
Re-tuning the balance across the entire game when they change the tier of play in the game would be an impossible task for the ROI.
