Not enough space in uranium to upgrade Outpost.

I have a level 10 Outpost and I want to upgrade. But my quantity of uranium is 10,000 short. Not sure how to accomplish an upgrade with this problem. All all warehouses are level 15, and my uranium is level 2. User ID 499-2705.

Warehouses (all 5) go up to lvl 18.... upgrade them until you get the 10k you need.
