Zika BrennanPotential ThreatJoined Jan 2019 Posts: 74I got the same same msg, but thats not actually the problem. the problem is you need something else upgraded before you can upgrade what you are trying to upgrade (probably the outpost) In my case I was getting a need officer pop-up when I tried to upgrade to dock 16, but what I really needed was to upgrade the outpost to lvl 12....but before you can do that I have a month of war academy upgrades.... Just painful.0
