How do you seize neutral territory?

How do you seize neutral territory, get the control point to come up? Does the three-day rule apply?
No other words does your alliance have to occupy the territory for 3-days and then the control point comes up?
If so how many alliance members have to be in the territory to do this?

    i think your on the wrong forums, but you attack a depo and if you kill all the things in it you get it.
