Building my first Citadel
Currently, I have 1 Punisher tank and i've been in the middle of building my first Citadel. i have no clue how one should be built for FM. Can anyone help me with my build?

judgements are a great mortar, stick with those. looking at what you have, you could probably benefit from 1 each of the d2e, d2x and d2m.
don't know if you need 2 hails on each boat, 1 should do. your tank will clean most of the mortars up.
hope this helps! try to upgrade your fleet as you can to zelos tank/monolith mortar chuckers, or even icebreakers from the tlc when you are able to. will make a huge difference in your fm.

***EDIT*** went and played around on huggy's with what you've got and came up with this. i took the liberty of throwing on guidance scrambler 3, don't know if you have that researched yet or not. i don't know what your dock and shipyard levels are, so i just guessed. see what you think!
