Herald Workshop Capacity Increases When?

At which levels does the Herald workshop capacity change to 1000 and 1500?

    Once herald reaches level 21 it gains a WS capacity of 1000 and then goes up to 1500 at level 31.

    That sounds like when it reaches Elite and Omega status.

    The workshop capacity increases by 500 when you do the Elite (level 21) and Omega (level 31) upgrade for the faction unique unit.

    Here is the workshop capacity for unique units at a specific level.
    • Level 1-20 | Standard
      • 500 Workshop Capacity
    • Level 21-30 | Elite
      • 1,000 Workshop Capacity
    • Level 31-40 | Omega
      • 1,500 Workshop Capacity
