Once you get into the mid to high 30's spec shields are better to prevent revelation rushes.  Venoms are of little threat and nothing but levels can stop a full trident fleet.  So feel free to go with the shock shields early, but know you will have to switch them all soon.

Or if you have a lot of Lasers and Shock 4s then Revelations will die before they kill most likely. Most people are using PBs and Torps to kill bases courtesy of the range they offer and staying away from Lasers. I'd rather be vulnerable to a blitz than to a sniper. Snipers take little to no damage, blitz takes tons.
