Are their a set number of deposits? IF there are then, does that mean i have to fight these level 30+ people for the deposits? Yes there is a fixed number of deposits. Yes you have to fight other players to get them, it's a War game nevertheless
Or do they appear on a mission...
    how does it work...

cuz i do not understand how that can be fair to us lower level newbies... There are small and tiny deposits for the lower lvl players. They are very easy to take, and they don't give lots of resources when you're a high lvl, so most high lvl players leave the tiny and small ones alone.
since we cant beat these level 30+ people for the deposits... Any depo always has a fixed number of defenses in it, so it shouldn't matter who owns the depo, unless someone puts units in the depo

so can someone explain it to me

The main problem getting a depo is that most of them belong to a clan... They will told u to leave the sector or leave the depos... Otherwise is endless tiny battles that not even worth taking depos....

I went on a scouting mission to get depo's and managed to get 12 small depo's from higher lvl players so i know that they could not attack my base, but it seems that everyone has an alliance with pinoy in sector 33-as after about 30 minutes of capturing the depo's i had all the pinoy that where able to attack my base scouting it to attack.
When they did attack while i was online i was able to fend them off. So they waited untill i was offline and then 3 bases come and attacked my base.
Also i was told that you are not allowed to attack badged players depo's.-is this true  ?  and if so how do you earn a badge.?

Good on you :D This is how depos are supposed to be taken. Last time I went on Safari like that I took over 50 :D

This unfortunately, is a consequence of hitting a player wearing a badge. They have friends, and usually friends at many levels. Also probably a number of those scouting you were probably 2nd or 3rd accounts of higher level players.

Nice that you beat them back. TP (Team Philipines) have a reputation for mass attacks, what they lack in skill they make up for in numbers. Again this is a consequence of taking depos. People get very attached to them and quite often will be upset with you - and attack you. Hope you hit some of their bases back :)

These "rules" are made and enforced by players in each sector, not Kixeye. Usually they involve not stealing and not hitting badged players. Obey or dont - its up to you, but if you dont expect them to keep on knocking at your door with a big hammer.

Badges are just Clan banners. get one by joining a clan - the protection can be nice sometimes. Others prefer the lone wolf approach.
    Best Spoiler yet ...
well if there is a turret it may not be tesla turret, it could be something that fires jackrabbits and honey badgers at things. Or coffee, it could shoot coffee.

Good tutorial, but you forgot to mention clans and alliances. Unless you have a clan/alliance that condoles stealing other people's depots and they help defend you if attacked, I highly discourage anyone to attack ANY depot of any size from any leveled opponent. A lone commander will be demolished by a combination attack from C/As and lose several precious resources, not to mention a long agonizing wait for your base to repair. Doesn't matter how good your defenses are, against 3-10 enemies, your base is gone within minutes.

If you want to risk attacking a tiny or small depot from someone, you should try the discussion box and try to ask for it. Several sectors have people who might aid you. If you are in a clan or alliance, read over the rules of your organization, they might have something about depots. Your clan buddies might even offer a depot to you for free.
The game has so many taken depots, and the chance to find a brand new NPC depot (to me) is like 1 out of 100.

After reading this over, I realized my post can be interpreted as a rant, but my intention is to solely warn and advise.
