This would prevent players from farming on bases 5 levels below them to acquire res, and be more fair as players are advancing through the levels. It does not prevent higher level players from attacking bases to punish a lower level player, just limits the profits.
The way things are now, if a higher level player needs res for a new ship or upgrade, he can take it from a players 5 levels below with little damage. With this change he or she would have to hit 10 times as many bases and -5 levels to make the same amount but would also likely increase the amount of damage taken to do so. It promotes hitting at or near you own level, rather than going for the easiest prey. After all in Boxing you would not put a Heavyweight into the ring with a Lightweight for the title, too one-sided. You want fights to be in the same weight class... just more sporting...

The sad fact is that under your proposed system the higher level players are free to farm peeps who cannot defend themselves....at will and repeatedly.
You propose to pretty much remove all level restrictions once you get above level 30, but it's in exactly THOSE higher-levels that the power is so enormously different between even one current level...(ie. there's no way, with any common sense, that a 33 should be able to hit a 30, or a 34 should be hitting a 31, etc.
Based on that, i have to say I agree with someone who earlier posted that it very much appears that you caved to the whining of the higher-level players *shrug*
I recognize that your concern about 'not having enough targets' is valid...but don't please one group at the expense of the others.
Perhaps rewarding the higher levels with less targets by giving them MUCH higher returns when they do hit an appropriate base within their range, but keep the range limited in some realistic fashion so that these guys can't just dominate the upper end of the game *shrug*
