1) I am a 32 and my husband is a 33. I see the difference in what we have and can do daily. He has dreads and even if I were to win them now, i would be months behind him in building them. Second is that I just researched DU4 and still need time to upgrade all my turrets. Yes other people may have gotten DU4 way sooner but I am trying to balance the work I do on my base & Fleets. Now researching SB3 but once done it will again take forever to refit my ships with it. Not trying to start an argument but I want to point out that 1 level can make a difference.
2) I wonder if the developers have thought further ahead. Months/years from now you will have a lot of level 90+ players with all the raid ships attacking level 40s that even if they have been given the hulls will have had no where near the time to build them, get turrets to DU4, refit with their newest specials and refit ships with the new BPs they have won. Time is everything in this game and when it takes weeks to months to build a good fleet I do not think it is fair for the players that have been playing a year+ with all of the bells and whistles to be able to attack someone who has been playing for months. They have just not been given the time to make it a level playing field. I think that 40+ should not be a free for all but maybe level 51+ be given a 10 above and 10 below range. It will not make a difference right now but it will in the future. Either way the average level 29-32 (new 40 - 48) will not stand a chance in this game with the new changes.
3) I would be excited about being able to travel 2 sectors if I thought it would really be used. It will just take too long to get there and back. I look forward to hearing what the developers come up with on this one. Would love to see an across the board map speed increase.
Just my thoughts on the whole matter, they will never make us all happy but Props to Kixeye for listening and trying to make things better for the majority of it's players.

I haven't check with analytics, but from what I have personally observed, if you are at least a level 28 (current system) you should be able to get the top prizes in the events. Now I've seen even lower levels than that get them, but I would say 28 is a good average to go with.
