Greetings Captains! We received lots of good feedback for the proposed new level system and attack ranges post. Again, the goal of updating the player level system is to provide a more accurate representation of each player's experience and power. It's great to see so many players giving constructive feedback on the game. We've taken your feedback into account and now have a new and updated system for attack rules in conjunction with the new player level system.
Attack Distance Modification
A lot of you were concerned over the number of attackable targets within your Level range. This is a valid concern and when we broke this down further we found that a related area of the game, attack distance, also played a key role in providing good targets. So we've decided to scrap the 850 max distance attack rule and replace it with a +/- 2 Sector rule. The 850 attack distance penalized players who were at the top or bottom edge of a Sector and also stopped a full Sector from participating in Sector wars. The new +/- 2 Sector attack rule means that all players in a Sector will be able to attack up to 2 Sectors up in either direction. This increases the number of valid targets and sets the stage for even larger Sector vs Sector wars.
TL;DR:
The 850 max distance for attacking rule is being removed
A new +/- 2 Sector attack rule is being added
Updated Attack Ranges
Along with the new distance rules described above, we're updating the attack range rules to further increase the number of valid targets, especially for high level players. The +/- 5 Level range is remaining, but would no longer apply to players level 40 and above (currently level 29).
Attack Range Summary (note all Levels are the new Levels):
Attack range remains at +/- 5 Levels up to Level 39.
Players Level 40 and above can be attacked by any player Level 40 and above.
Note, Levels 40-44 can still attack/be attacked by Levels 35-39 due to the +/- 5 rule still in effect for those lower Levels.
FYI, Current Level 30 will be Level 40 in the new system
For clarification: Level 35-39 can still attack +5 levels, Level 40-44 can still attack -5 levels.
Combining the new attack ranges above with the new Sector distance range we get the following number of estimated valid targets for these levels:
Level 10 has 1200 targets
Level 20 has 840 targets
Level 30 has 630 targets
Level 40 has 420 targets
Level 50 has 220 targets
By uncapping the attack range at Level 40 we triple the number of targets for Level 50+ players from 220 to 640. (Please note: for those interested in the math, we did not use the full +/- 5 Sectors' worth of data here; just +/- 1.5 Sectors' worth to be conservative.)
In all cases above Level 10, this represents an increase in the number of valid attackable targets over the existing Battle Pirates system.
Player Level The proposed Level system for player Levels is unchanged from the last post. We feel that as long as there are sufficient opportunity for players to attack other players, the new Level system is correct. For reference here it is:

EVERY TIME I SEE A PLAYER COMPLAINING IN THE FORUM ABOUT BEING 20 LEVELS LOWER AND BEING ATTACKED I DESTROY 20 LEVEL 50 BASES
oddly I made a polite post suggesting this and got banned for a few days....Kixeye wants to be hated I suppose. Just don't ever mention a drydock! We're all supposed to hit players our level only with outdated fleets to guarantee failure.

2 sectors? up to 1 hour sail one way? long way to go ,but still liking the whole idea,this will make the pus... errr... bullys have to fight up to their level.

Under new lvl system i d be a 51 (33 currently ) I can attack who? lvs 51 +5 lvls And peeps 5 lvls lower can rim me all they want slowing my researches ...that take long enough as it is and i can't hit them back ?i think if someone lower than you attacks you you should be able to return the favor i do agree that currently a lvl 33 hitting a lvl 28 is way outgunned and doesnt stand much of a chance however i went through it why shouldnt the next guy
I really like the changes put into place in this new system. I only have one question and one comment. Do we get new base art for our new levels? Just makes it easy for a visual que on who we can attack.
It is something to consider, but I can't make any promises. Still, you can stack Streamlining 3 and the new speed module for a nice boost.
Really dood? See this is why devos need to know how to play the game, cause this is one of the dumbest things I have ever herd. I would love for you to show me with what build you can spare a a special slot for streamline that will still be effective enough to get into a base.

I do agree I think they should make it a now level 30 and up free for all I know alot of 29s will not stand a chance
After reading everything, I agree. A 29 will only have a full DU4 base if they started their base defense from the get-go, and stayed on track all the way.
Granted, that's what you're supposed to do, but how many people have enough information when they start to figure out they need that DU4 base by the time they hit 29?
The free for all should start at the current level 30, not the current 29.

most lvl 28 and 29's lvl'd up so fast due to either getting someone to open cargo's or trying to get the raid prizes so they stand a chance against the "seasoned" players... now they are high enough to be destroyed by "seasoned" player ... under the new system... they will become the target of not only the seasoned ones but the CC players that are really up there...
i just dont get how kixeye thinks this is a good idea... i do agree the lvl's need work... but not like this.
and opening up 2 sectors for attacking... thats cool... but u better put hulls on the ships or u will launch em in the morning... and after work come back home to conduct the attack... really need to speed it up..
best thing u can do for any of us... create a dry dock ( for refits only )... thats what we need along with glitches fixed ... more than 3 work around ones at a time

According to the first post by Swag, the new lvl 40 will be a current lvl 30, not 29.
This will alow the current 29 to get their base in order before they have to deal with attacks by ALL higher level players.

With the forums and players in their own sector who have played a while, I am sure that some where they have heard to build your base first. I can't count how many times i have told someone to wait on SW and get that DU4 done first. Some listen some don't. If they don't use the experience of players around them then they get what they earn.
Ok, I really liked the first idea, but this moves it from a great idea to a bad idea,,, At first you realized there was a big difference between a 35 and a 30, a huge difference, and were making it more fair by limiting big players hitting much smaller ones. Now the big guys who already have all the best ships can hit the smaller guys, no matter how much smaller, so under the new system a 40 can be hit by a 99, yeah that sounds fair,,,, again, this went from GREAT PLAN, to THIS SUCKS overnight.
