Obviously Current alliances are not operating within Swag's proposed framework. As in other war games the founder is the leader initially, but new one can be appointed. I recommend the Kixeye team check out Evony, EvonyII and other co-op games outside their own for ideas on game flow. I've led several alliances in both games previously mentioned but they don't really offer incentives.

There needs to be some kind of flag identifying both fleets and bases of different alliances so that you can tell who you are at war with and who you are not.
well then we would need an alliance emblem system to distinguish friend from foe while in wars. meaning only the ships would have it and is visible to all other as well but not on bases so as not to disrupt maybe a surprise attack. then you would also need level caps so as not to have a bunch of lvl 30's in a clan go after a clan of 10's and make the game no fun for the new players. special bonuses shouldnt be over powering so as not to promote war because then only as i said higher lvls would be the gaining factor. and you would need a register system so that this would be more organized. the system would be based on the forums and u can pick what alliance you want to join and the team leader says yay or nay.
How do you know who the members of the other Alliances are?...Also, some players are members of multiple Alliances...what happens if you start a war with an Alliance that you are already allied with...LOL....what about members of an Alliance who could be in other sectors when a War starts....Is there going to be a "ready" period, or does War start immediately?.....Going to be a lot of questions to this...sorry if these have been asked already.

They already said long time ago there will be an alliance system...here they just said what will be included in it

Most sectors don't allow hitting in sector, this is mainly to keep order and stop the whining on main coms. Most sectors' enemies are in the adjoining sectors. This puts separation between the players and no whining to listen too.
I am suggesting that the alliance's for in-sector be set to friendly automatically, but can be changed to war if both sides agree. Also, Adjoining sector alliances should be set at war automatically, unless a truce is declared. Truces could have time limits set. (2 months, 6 months, etc.)
Also, on a side note, to distinguish between alliances we should have little flags to display on our ships, colors decided by number of alliances... no 2 alliances in same sector have same color flags; adjoining sector alliance would hopefully have different colors as well, as coordinated throughout the game.
Some alliances also have members in more than one sector too- they need to be the same color flag and connected if people relocate between their home sectors.

I think the victory conditions should be quota based.
Set a number for the amount of damage required for an alliance to win. The same way the drac bases have a health bar this could work in the same way but this will fill up rather than empty.
You would need to have some downtime in between declaring war and for the quota to start. Otherwise you will just have one alliance ready to start and therefore get an unfair advantage.
Based on the damage done to the opposing alliance you will receive a set amount of points (plus a bonus if your team wins) these points will be used to buy certain rewards. This would mean even if your alliance always loses to another one, you will still be able to afford rewards, although it would take longer.
Rewards could be armor types, weapons, hulls. Down to bulk resources, instant repair tokens or quicker build tokens. Maybe let people be able to purchase all of the past raid items, including the quota ones.
This is interesting. I just watched 7 players clear an alliance of over 50 members in a weeks time. Actually, by day 3 the war was old and the larger alliance had been truly leveled with the exception of a couple players that still had the means and tenacity to fight back.
Perhaps a March Madness Final Four type event where alliances rank up until an eventual "Champion" alliance is discovered.
Winning alliance is awarded all hulls from all raids in the past.

3 the supercoiners MUST be nerfed even if it breaks your pockets i fought players who bought quickbaserepair and rush my dock taking me out of action for 4 hours. A basefleet that is used can't be coined to ful health so one guy can clean out a ful alliance.

ez fix on the fair fight (kinda).... total number of members, no more than 50. Add all the levels of each players in the alliance then divide by the amount of members, that will be their alliance level. 30 members at level 10 = 300. 300/30 = 10. Level 10 alliance. This alliance could attack another alliance 5 above or 5 below. I would add a point to alliance level for every Raid/Invader Hull that is in that alliance, 5 members with 3 hulls = 15 points added to the alliance level. So, a level 10 alliance would be a 25.
Similar to the raids that you've staged---It would be great to participate in something akin to the NFL 'playoffs'...where sectors are situated in hemispheres...where alliances get to compete for leader board status by sector, then sectors have playoffs for hemisphere dominance.....etc
The intention of forming alliances to encourage cooperation was a good one, that has had some horrible results. The few alliances that I have been in contact with in two (2) different sectors have turned your idea from a cooperative thing to full blown thuggery. If you don't join their alliance, they will attempt to gang up on you in both the comms and on the battlefield, and I don't mean just a regular beating. Sector 62 is a prime example of this. To give an alliance even more power in any sector to hit any non-aligned player will undoubtedly encourage this kind of ****-kissing from lower players and full-blown dictatorship from upper levels, both of which are equally sickening. Why should your bubble rule not apply to hitting non-aligned players? If a war is declared, ALL in that sector will pay for it. Many who play, only want to play & bother ONLY sectors outside their own, yet often they are forced to play in a war that they had desire to be a part of.
Someone here said that having an alliance discourages in-sector hitting, yet I disagree that this is the case. We discouraged in-sector hitters all by ourselves. The alliance that moved in actually encourages in-sector hits on ALL non-aligned players. With the power they have now, they can sweep into ANY sector they wish and attempt to harass the local population into submission. Our sector had no established alliance, yet when an alliance "decided" that we were a group of hackers, they declared war on our sector and moved en masse, from an adjoining sector. You (Kixeye) could fix this by not allowing any alliance to mass transfer to a sector they have not formally declared war with or which doesn't have an established alliance of their level. Players from the alliance could relocate individually, but if they are found to be warring in a sector which has no alliance or formal declaration of war, they could be sent back to their home sector. Without an established alliance in their sector, they would not be able to join in an alliance war unless they joined an alliance. That also should be a long requirement, like a month, before they can either leave the alliance or change to another. The alliance guys won't like that, but too bad. If you want to be in an alliance... be in it! Don't treat it like a dalliance.
War bonuses would only spur this growing problem. Don't join an alliance? Don't play Battle Pirates. You will lose a considerable portion of your gaming base when the lower level players can't progress due to the gangs having bigger guns and better bases than they will ever be able to obtain or overcome. You could allow them to have Alliance War ONLY weapons and ships, but how would you be able to stop them bullying the independent players in whatever sector they are in? Either separate it from the normal game or drop it altogether, this being the better option. And, NO Facebook Credits. That would tilt the game even further between paying & non-paying members where now at least the "for fun" players can balance with experience their lack of money. Definitely, no bps. Moving up in an Alliance Ranking System of all alliances, should be reward enough. The alliances now only want these additions so that they might subjugate more individuals. So probably the suggestion of having a sector set aside for a war could be a better proposition.
I'm sure that there is more that I can & will say, so for now... As for the rest, go for it! Having declared alliance wars sounds like, for the alliance guys, alot of fun. For us independents... LEAVE US OUT OF IT!
Plz add a feature so if a person in a bubble attack a fleet the bubble will burst, and not only attacks against bases couse otherwise pple can hide the lower players in allaince. Let them take out guards while bigger players take the bases.
Well that would be a disavantage to the lower lvl players.. Stop looking for ways to beat up on the little guys.
Do a level system with the alliance based on how many players and their levels.
It would be cool to have an alliance HQ, like a big base. It would contain WH where all the members can put ressources. These ressources would be usable to give to another member or to do some alliance research. These ress can be taken from other alliance attack. If they reach to destroy the outpost of the base,they win the war and a loooooooooooot of ress. We should not be able to post any fleet outside that base too.
Alliance feature could easily cause this to become 'Drama Pirates'.
I have my friends, and I have other neighbors in sector.. these I try to help. While I am social, I dont want to be involved in an online government. Ughhhh!

If the alliance incentives are impressive, I'll have no choice but to join up, or declare my 'flag'. Then all the lower lvl friends will have a target on their bases. Soon, I'll have to ask permission from my clan to attack any base. Or, be drug into a war that others started, or lose in some still undefined asset.
Done wrong, this will alienate a large swath of mindsets. Cool idea I guess to some, but a large number detest being conformed into alliances.
NOTE: Pirates are not known for being the most social animal. Leave me alone and let me be a Pirate.

1 you need to have a tier system of "officers" so that if one guy isnt on someone else is and can get business done
2 the ability to ship res to others in your group you send a fleet and you can use the 500% option on the fleets to set a max
3 the ability to trade individual blueprint pieces with alliance members using the tier system if you give a tier 1 you can only get a tier 1 tier 3 gives a tier 3
4 alliance flags you get a flag now but why not give it a 4 letter name and alliances chose their own
5 if your gonna give the ability to declare alliance wars then you need to be able to have allies as well
6 enemies show up with red flags allies are blue neutral is black
