When upgrading power plants, leave your oil and metal factories to max out and stop production as they won't use any power then. The power saved might just be the difference between having to use overdrive or not.
The Storagefacilities doesn't use power when they are down either.
Assuming they destroyed enough of your base to get to them.. you'd be in DP..
but if you are in DP, you don't need to worry about power for your towers.
Wisdom is appreciated, Intelligence is nice, ignorance is curable, stupidity is none of these things.
Stupidity:
Thanks man. VERY TIMELY! Exactly when I had an 8 hour long upgrade ahead, I found this thread. I have only one power plant that powers my buildings and that had to go down. However, my other two PPs are upgraded enough to power my buildings when all the resource collectors were full. Funny cuz they take the most power of all your buildings
The savings was 2400 power! Without this tip, I'd be running at only 33% or something even lower.
1) I put all resource collectors outside my walls/minefields at the borders of my city and spaced all around it. Don't care if they get wiped out first - every one I lose adds avail power to the turrets and mortars.
2) All bldgs except bunkers, PPs, and HQ are as far away from the center as I can place them. Already upgraded everything so those bldgs mean nothing now.
3) Storage centers are somewhat exposed but well spaced.
4) Best defended bldgs are PPs and HQ in the center.
5) Defensive units (turrets, mortars, bunkers) are mutually supporting with clear fields of fire - mines are covered by turrets to defeat detection.
In short, most will put me in DP and run out of time before reducing my whole city to rubble. I've seen other tightly packed cities where somebody tries to defend everything - doesn't work - a good herd of megas and air will eventually punch through and with everything packed together - they will quickly wipe it all out.
Got to sacrifice some to preserve a good chunk of the whole thing. With PPs saved and running it's alot easier and quicker to rebuild.

No. It still works.

I never said it didn't?

However I read it wrong and was looking at the storage facilities, not in production.

Upgrade your power plant. The end.
