help with levleing fleet

I have no trouble getting my game level to climb i'm at 21 now but my fleet levels are low and hard to increase i attack levels quite higher than myself ,gettin my but whipped but not gaining in level even what i can attack fleet lvl 10 ,6 and 9 with a few battle barges and some upper lvl weapons .help if you can i would appreciate any constructive help.........DUHAAST

    its all about armor and weapons....the higher the health and weapons on ship higher the level will be

    You gain XP from both dealing and taking damage. It does take quite awhile to level-up ships, so just keep fighting and be patient.

    how do hailstorm mortar ships level up? only by taking damage?

    Corvette, Destroyer, and a few others...
