Base is no longer leveling up with new tech

After the latest update, my base is no longer leveling up when I add new base tech.  The total points for my base is stuck at 2,017,108,343 and doesn't change no matter what I do.  Has anyone else seen this?

    Perhaps you have an Experience buffer? If you have 200.000.000 Experience, then remove 13.000.000 experience worth of tech (say a Sentry or a T11 Wing), then your base won't increase until you've filled that gap.

    So if I understand, at some point I removed some tech but my exp didn't drop.  Instead I have to add tech back until I've essentially replaced the tech I removed and then it will start increasing again.  Is that re-stated correctly?
