Interceptor fleet - can't find anything it can attack!

Never used my Interceptor fleet before.
When I try to use it, unable to find anything they can attack!
Every target I try with my Interceptor fleet, get message "disalowed.."!

Basers = base hitting fleets

Interceptors can also battle other Interceptors.

To me seems like the Interceptor fleet is pretty much useless!
When the time comes that I need resorces, plan on "scrapping" my useless Interceptor fleet...
