Gladius best build

I can't do anything with Gladius.  On Harlock's Vanguard.  Guns are not fast enough and the bases seem protected from them.  I Tried with a Rocket build with no luck with Twinfires.  BTW how do I know I have Dragon's breath for them it says it needs?  I could not find it on the blueprints.
