Subbases "locked" most of the time!

The subbases seem to be "locked" most of the time so unable to attack them! Something I need to do for an objective. VERY frustrating!

    the SSRB's can be unlocked pretty much anytime you need them. Take a Mutt flt or similar and go kill 3 lvl 200 cargos, presto, you now have orange, and SSRB's are open.

    Also, the lvl 200 cargo's are always located around Relay towers, and most peeps in sect are willing to help you find them.
