CM Ghillie is usually pretty good at following up on this stuff. Edit: I took a peek at this offer when it popped up on my screen and I think I know why this happened. Since the X and 1 are spaced out, it's falsely implying that the ships will be upgraded to X1 when really X 1 in this case means the quantity of ships you receive.

So the X 1 in the offer just means the quantity received, right? I looked at the offer myself and I assumed this was the case.
As a side note, offhand, I do not recall ever seeing a TLO giving out upgraded fleets. There are typically offers to buy the base fleet and a separate offer to upgrade them.
