Do Base Parts Reduce Mountain Build Time?

Mountain Build is taking me about 10-11 days.   

I'm not sure if I had Base Parts available when I started the build.  I'm a couple days into it and don't want to cancel it and start over if having Base Parts available doesn't matter.

No, they do not.

Base parts are only applied to upgrading/refitting things. They are not applied to brand new constructions.

That's not entirely accurate, they can be used in building older buildings still. Standard res generators for example.
But in the case of mountains and current tier of building upgrades they're unusable.

It is accurate actually. It was confirmed a while back and has held true since.

These are really the three things that define base parts:

• They are automatically used if you have them and they are applicable.
• They can only be used to refit or upgrade an existing structure. They cannot be used to build a new structure or for fortifications.
• They are not used on something that is 5 minutes or less as that is already instantly completable.

The basic res gens are all 1 second built times, so they are instant as soon as you place them.
Titanium and uranium extractors cannot use them.

Offhand, the only other things that have an initial build time greater than 5 minutes are the Conquest Yard and mountains, and neither of them qualify for base parts on the initial build.
