Countermeasure Loaders versus anti-penetrative etc...

Probably this issues has been discussed earlier but I can't find the topic. Some specials are indicated only for "countermeasures" but some anti's are labeled "anti-penetrative" etc. Sowwww... do the "countermeasure" specials affect the "anti" weapons or not?
