I've got a finalized Praetorian build for you, here it is in my fleet spotlight.
I'm liking the maximized defense, the damage is a bit low but I can't have full armors on it otherwise.

    on your flag might i suggest swapping the pilum for another 68 range rocket that debuffs targets instead, there's the -25% reload one i believe which whilst not major can be a free assist if damage isn't a concern with only having the one pilum on there :)
