How to unlock Omega in Outpost 10

I've been out of the game for a couple of years, and find everything quite overwhelming now. So many changes, and so many questions. But just one for right now.
I have outpost level 10, and see  the top slot is for Omegas. I have one, but it's locked. How do I unlock it? Do I need to upgrade to level 11?

Okay, 2 questions. What's the fastest way to get Uranium? I need tons.

Answer to question 1: you research it in a level 11 or 12 Weapons Lab.  Answer to question 2: attack draconian armada fleets when sector threat is in yellow or orange.

Thanks for the reply. I see it in my level 11 weapons lab,  but it says the requirements aren't met. I'm not sure what the requirements are to unlock it so I can research it.
Thanks, also, for the answer on the Uranium.

Try upgrading to level 12.  I researched mine ages ago, but I don't remember what level my weapons lab was when I did it.
