My question is: Does this only affect platoons against platoons? Sometimes I need more than 1 attack on a base to kill it, maybe even 3 times, I don't want my platoons sent back especially if its across the map.

Player’s have been abusing this mechanic to create an invincible ring around their base (or others’) that is impossible to penetrate. Through the use of scripting, this invincible ring can be maintained indefinitely with no effort on the part of the perpetrator.
While we like the fact that players are co-operating with their teammates and using creative solutions in the PVP space, we do not like that this strategy has no counter play. Every move should expose a player to a counter-move, and with “69ing” that is not the case. This needs to change.
The Solution
The main issue with “69ing” is the repeatability. It’s the fact that a player can infinitely restart battles at no cost to themselves. To combat this, we are proposing the following:
All platoons have a property called Morale;
Losing a PVP battle results in your platoon having Low Morale;
If a platoon with Low Morale loses a PVP battle, they are instantly sent back to base (just like if you’d retreated);
Sending a platoon to your base resets its Morale to full; and
Low Morale platoons will have an icon above them that indicates their state.
Given that all battles in War Commander must have a loser, placing platoons on the world map and continuously engaging in false battles will result in those platoons getting sent back to your base. If you want to set up your defensive ring again, you’ll need to re-deploy them, leaving you vulnerable.
Secondly: from this point forward, we consider “69ing” an exploit.
Our hope is that these two changes will significantly curtail the exploits use, and allow interesting play and counterplay on the world map. The goal is to stop, or significantly reduce, “69ing” and make a positive change as soon as possible and then, in the long term continue to improve how PVP works in general, and on the world map in particular.

This takes care of 69. Let's all work together to find a solution to get rid of infamy hoarders who only hit their alternate accounts for infamy and have their main account bases covered with 100+ toons on the map.

They're all crying that it's not an exploit to use Kixeye's game design of "1 on 1 battling" as a way to prevent people from reaching their bases. The 1 on 1 battling was never designed to be used as a method to stop players from reaching your base indefinitely. It was also never designed to be used with a script to maintain the lock indefinitely either. So therefor it's an exploit! The only reason they're not complaining about it is because their the minority in this game and they're currently benefiting from it. The moment they become the majority, I bet they'll be boohooing all the way to kixeye about how they're unable to reach any of their enemy's bases because of that **** ring of fire! So get ready to start defending because it's almost about that time to start playing war commander again! One way or another, they're going to defend. They have no choice. They'll have to accept it or quit. They can go ahead and selfie if they like but they'll be limited to 1 hit instead of sitting behind a ring of fire, hitting uncontested for hours at a time. I have also suggested the same fix on the forums for at least 2 months by making the losing platoon in platoon battles return back to the base. Hopefully, kixeye will improve the PvP system relatively soon so we won't see all these infamy banks emerge on the world map.
solution is simple , do not allow to attack players with same tag to each other
This solution would instead cause problems like prohibiting unit testing against other members in the alliance. In addition to that, the players that are truly desperate would instead just use players from outside the alliance to provide the same protection.
On the other hand, it would be interesting if the rules for damage protection changed to members in 1 alliance cannot give a damage protection to other players and introducing individual damage protection which is a long term protection for a player who has recently attacked another player and destroyed the base to at least 50%.
my problem is people letting teammates attack their base and give them a bubble as soon as they pop what's going to happen to the people that use that tactic?
some solution could be like:
1. one cannot attack same team/same tag base. 2. join new team need wait 1/2 day

Good to see there is something in the works for the down right pu**y tactic that many players are now using. You have your wording a little wrong here tho. 69ing is having a friend bubble your base or even both players bubbling each others base so the enemy can't have a chance to hit back Ring Of Fire is where a base would have 2 units of their own and 4 units of a friend to lock down said base. 9 times out of 10 it will be a low level account because they get less lag then the upper level accounts and having their base hit wouldn't matter as it would be holding very little to zero infamy. my honest opinion I can't see you being able to stop this without a missive change to PvP and its coding. Good luck tho.
ring of fire or 69 is an art, it shows how ur clan work, the more active member its more advantage in terms of war,. if kix side think that this is illegal its better to go back from the past where there is no world map
Kixeye don't even understand what 69'ing is. The solution is not addressing 69'ing its only addressing the "ring of fire". This will actually increase 69 hitting in my view....
Kixeye FYI 69 hitting is where a player pops their bubble to hit a base but has another player bubble their base at the same time, preventing any revenge attacks. This is one reason why PvP is dying out as you can rarely attacking players back.

To solve this problem without impacting upon strategy is quite simple. Bring back dropships, but without the stack limit. Not only will this negate the ring of fire so called "tactic", it will have the added bonus of cancelling the exploit which was enabled by dropships in their previous incarnation. It was the stack limit of 2 toons that caused the downfall of dropships, surely a simple solution is best? I sometimes feel Kixeye take the long and difficult route when there is an easy path.... Doing it this way you describe will impact users who are not carrying out this exploit, and I feel that is rather unfair. For example, if I attack a base just to troll the guy, does my platoon lose morale because I have not completed the attack ? Will I be sent home because I attacked a platoon which turns out I could not kill ? I really think, if this is the case, that it is an unfair and rather awkward solution which does not completely solve the issue and causes consequences outside the issue. Give all levels same unit without earning, does not create a loyal player. Removing the tactics of sniping will leave you with those non loyal players, it is simple, the loyal ones will move on. Locking up a base has been around forever, it can be penetrated, it will be penetrated, it is always penetrated. The people that think this is unfair are those that lack the skill to penetrate it, screw quick click, their are methods to doing this that work, can it still be gotten through, hell yes. I'm sorry Kixeye but you sit and listen to a few, the chosen ones. Take a look at those writing your paycheck, I dont care how many other games you have out there. You are out of touch, some of us actually once enjoyed a war game, as is we have 100 things a month you want us to participate in, leaving little time for the game, in the manner to which it was originally designed. Some of the best times in war commander are spent toon fighting, getting into that locked base. God forbid we make anyone in this game work for anything. So be honest, has the game become too much work and ya all are simply looking for a way to end it? To walk away away and allow it to play out its final days alone. Once upon a day we played this and laughed, and built relationships, and laughed, we sniped toons, we killed bases, and we laughed. We looked forward to signing back in for more fun. Infamy changed all that, and every change you make comes back to Infamy. Dont you see the solution is simply taking the game back to the way it was designed and all problems like this end.
I already see that this solution is complete useless as i see nothing else then base holding and 1 star bubbles and then the 69thing just goes on, they make bigger rings and hold depots and pve bases so all stays same Guess the team had better worked on more important things but ofcourse kix wants to interfere as more open bases and more bases attacked will give repairs so they think it will bring them more money but meanwhile it destroys the game so pls stop listening to turtles and to your wallet but forgodsake listen for once to your old long time playing players who pay your bills.... as the number of playing players is still dropping and a lose of 30000 players in 2-3 year aint that a bit much? when you try to stop that?

OK lets see this is a game of strategy, when someone comes up with an Idea that gives him or her an advantage is that not strategising yet now this is seen as exploiting. Now would it not be better for the programmers to get their act together on fixing the bugs in the game than stopping players doing what the game is supposed to be about. I see this as a purely commercial decision as it will undoubted increase Kix revenue from gold purchase. we have to suffer cheats and hackers on a daily basis and this is something kix do very little about I have played this game for 7 years or more and Kix have never done things in the players interest unless it brought in more revenue. Time to give the players something back me thinks

# there another temporary way, in pvp battle system, one player cant deploy more than 3 toons around his base. thus 'ring of fire' happen very less. to defend base 3 toon enough to support 6 hexes if place triangular shape
Guess the team had better worked on more important things but ofcourse kix wants to interfere as more open bases and more bases attacked will give repairs so they think it will bring them more money but meanwhile it destroys the game so pls stop listening to turtles and to your wallet but forgodsake listen for once to your old long time playing players who pay your bills.... as the number of playing players is still dropping and a lose of 30000 players in 2-3 year aint that a bit much? when you try to stop that?
