Updating Unit Extras Levels: (armor, tread, etc)
I seem to have forgotten how to update my unit extras.
i.e.: Leveling a liberator anti-armor shells from 1 to 2.
(I thought I had done this previously but maybe I'm mistaken...)

generation 2 units have tech that can be upgraded from level 1 to 3.
