Since these fleets typically take nearly 3 months to build, it leaves little to no time to build either defender or conqueror fleets - unless you coin ships. This effectively freezes out the low to moderate coiners from mounting effective attack or defence capabilities as their money can only be frugally spent in raids and have seen their ability to "catch up", rapidly diminish over the last few years.

i really like the changes, but i really think that BOUNTY HUNT EVENTS is going to be just for those that are coining a lot. i mean, right now those that have the most medals are coining, so it wont be different with this type of event
i propose for this event to separate those that are going to coin from those that arent going to coin

If he's been around that long and still can't make T5 in the FM it's not the game's fault.
Well, I suppose the obsession with PvP is why we're getting stagnant updates with repeat TLCs. Not that I'm complaining; it's good for people who missed out on some prizes. Still, I can't wait for more bugs and unintentionally broken mechanics to start popping up.
Also, Rage isn't a deadly sin. You're probably referring to Wrath.

If you will interest a lot more pirates with the PVP focus as the lvl90+ pirates, you have to change something!
Defending stuff is essential...Conqueror hulls are luxury!
Defending stuff (turretweapons + specials and Defender-hulls) must be easier to get as Conqueror-hulls, because all pirates have to have to defend their bases, but its your free "desicion" to build a Conqueror-fleet to flatening bases.
Put some older (older - NOT outdated!) turretweapons in the FM tiers 2+3, so pirates can start a "working" defense very early. Also add some new permanent campaigns with defending stuff only in the prizepacks.
At the moment, even lvl 90+ bases can´t defend their bases against the latest Conqueror-fleets. The Bounty Hunt Events will not be enjoyable for low- and midlevel players, because they cant defend their bases...even with the "you can only hit the pirates with more Bounty in their vaults as you have"-rule, because its easier to build some Conqueror-ships as to improve the whole base + defending fleet for that purpose.
So the only way to make that events and the future PvP focus more balanced, is to make the access to defending stuff easier as the acces to Conqueror-hulls, because a level-restriction doesn´t work anymore (because level numbers cant anymore represent your tech you have).
You have to do a lot more to engage lvl 50+ pirates...with the recent daily/weekly Campaigns, you are excluding a lot of pirates, because they don´t have the fleets to participate and to be successfull in that Campaigns...thats endgame-player only minigames.
With the permanent increasing from the weapondamage from the high end-stuff, you have to make more difficulty-steps from lvl50+ to endgame-players, so they can also participate with the stuff they have at the moment. That means: we need also some easy daily/weekly Campaigns.
I guess, thats some helpfull suggestions, which could make the game more enjoyable for ALL levels above lvl 50+...

I do agree with you about the short raid cycles, by the time I've managed to incrementally get up to speed with a competent fleet we are onto the next quarter. I think 3 versus 4 raid cycles a year would be more reasonable given how long it takes to build a good raid fleet.

"tokens have been available for a long time and can help you build a fleet of pvp ships for "FREE"" That is an outright lie.. there is nothing FREE about a token... I may have won a couple tokens here and there with no time or coins used... but all the others I have won came after spending countless hours and large amounts of coins building/refitting and then replacing obsolete fleets. The game changes too fast... I am having a hard time catching up and now that I am within a month of mandatory retirement i may end up spending no more

lol'd at "work on your builds and base defense". they have no defense and their defense upgrades and builds get stopped with every hit and dont start again til they log back in. its almost impossible to advance in this game if you are just starting especially where the heavy hitters keep getting stronger. start from square one and try to advance, see how 'fun' it is...

As a light coiner myself (~100 coins/month), I have to disagree with your friend.
You can make T5 in the FM using a Nova tank and DNXs. It's tedious as all hell, but it's doable. With Puns and Cits being given away, you can do it even easier. Yes, the FM targets are changing out early - and that sucks - but we've had lots of campaigns that gave us Mono tokens to help prepare for it. There's a lot of valid criticism that the current Raid cycle hasn't been executed as well as anyone would like, and I can see getting frustrated if you lose access to T5 for a bit due to the 109s swapping out - but it's hardly the end of the world. Everyone panicked when the FM targets changed out last time, and most people adapted eventually.
If you're building a ship for 24 days, you're doing something wrong. First, you should be doing ship builds in small batches, in case a more needed hull does come along. Second, almost every ship we have to build right now - Monos, Icebreakers, and especially most Conqs/Defenders - have had tokens in either TLCs or Raids. I get that you may not be able to get them all - I still don't have an Assault fleet, so I've missed out on some things - but there's plenty I've been able to get. The important thing to do is to not waste shipyard time on unimportant things, and build the best ships you can for the current cycle. Once it's done, you get TLCs that they excel in. You build from there.
Kixeye has notably slowed things down in the past few months, and most of what we've gotten are Conq hulls - which are hardly must haves. Defenders that are nearly a year old are still viable. Top end fleets for PvE have been a good investment - Apollos, Hellwraiths, Canoneers are all still great.
I'm not being an apologist for Kixeye here - there's a lot of things I think they could improve upon. But light coiners can thrive in this game, with care and planning.

you're a level 52. Hate to break it to you, the game doesnt work that way. When you get caught up on FM (you have a FM fleet, right?) then you get tokens....which speeds up build times...
Something I never had at level 40 when I was fair game to level 40 to 129....back long ago...tokens....and base parts....and retrofits....etc.

I have 2 alt accounts. One is lvl 54 and the other is 24. They are both advancing pretty decently for the allotted time I play on them.
State of my game... I now log in for an hour sometime on monday/tuesday to do AP and get the last weeks fm knocked out. I used to spend 5 hours or more a day and well over 100 bucks every month. Now i "play" maybe an hour a week so i dont fall behind on fm tokens and thats pretty much it, now my money goes to Warframe

112s were removed last week. That is such a help for players to adapt to new FM targets...umm...
109s are replaced tomorrow and 102s next week. Replaced as in replaced. Not spawning any more. SOL if you cant hit new targets.
So after June 7th the only old FM targets left will be 40-87. Have fun doing T5 on those.

I spend around $20 a month. Strategy and planning and not relying on others actually get you pretty far in this game.

lol'd at "work on your builds and base defense". they have no defense and their defense upgrades and builds get stopped with every hit and dont start again til they log back in. its almost impossible to advance in this game if you are just starting especially where the heavy hitters keep getting stronger. start from square one and try to advance, see how 'fun' it is...

112s were removed last week. That is such a help for players to adapt to new FM targets...umm...
109s are replaced tomorrow and 102s next week. Replaced as in replaced. Not spawning any more. SOL if you cant hit new targets.
So after June 7th the only old FM targets left will be 40-87. Have fun doing T5 on those.
So no, they are not keeping established targets til mid-July.
As a light coiner myself (~100 coins/month), I have to disagree with your friend.
- You can make T5 in the FM using a Nova tank and DNXs. It's tedious as all hell, but it's doable. With Puns and Cits being given away, you can do it even easier. Yes, the FM targets are changing out early - and that sucks - but we've had lots of campaigns that gave us Mono tokens to help prepare for it. There's a lot of valid criticism that the current Raid cycle hasn't been executed as well as anyone would like, and I can see getting frustrated if you lose access to T5 for a bit due to the 109s swapping out - but it's hardly the end of the world. Everyone panicked when the FM targets changed out last time, and most people adapted eventually.
- If you're building a ship for 24 days, you're doing something wrong. First, you should be doing ship builds in small batches, in case a more needed hull does come along. Second, almost every ship we have to build right now - Monos, Icebreakers, and especially most Conqs/Defenders - have had tokens in either TLCs or Raids. I get that you may not be able to get them all - I still don't have an Assault fleet, so I've missed out on some things - but there's plenty I've been able to get. The important thing to do is to not waste shipyard time on unimportant things, and build the best ships you can for the current cycle. Once it's done, you get TLCs that they excel in. You build from there.
- Kixeye has notably slowed things down in the past few months, and most of what we've gotten are Conq hulls - which are hardly must haves. Defenders that are nearly a year old are still viable. Top end fleets for PvE have been a good investment - Apollos, Hellwraiths, Canoneers are all still great.
I'm not being an apologist for Kixeye here - there's a lot of things I think they could improve upon. But light coiners can thrive in this game, with care and planning.you have veruca salt syndrome....you want everything and you WANT IT NOW!
you're a level 52. Hate to break it to you, the game doesnt work that way. When you get caught up on FM (you have a FM fleet, right?) then you get tokens....which speeds up build times...
Something I never had at level 40 when I was fair game to level 40 to 129....back long ago...tokens....and base parts....and retrofits....etc.
I have 2 alt accounts. One is lvl 54 and the other is 24. They are both advancing pretty decently for the allotted time I play on them.
State of my game... I now log in for an hour sometime on monday/tuesday to do AP and get the last weeks fm knocked out. I used to spend 5 hours or more a day and well over 100 bucks every month. Now i "play" maybe an hour a week so i dont fall behind on fm tokens and thats pretty much it, now my money goes to Warframe
lol at the freezing of effective attack or defense capabilities. So no coins and 600+ medals ain't possible? Well.... It is, and you can look at my profile and you will see. No coins used and I am in the top 20 in the entire game in medals.
My read of the post was they had changed the rollout due to player feedback. We'll see if the 109's appear tomorrow in which I'll concede your point.
Yes, Kix sure made it sound in SOTG like they had changed the rollout due to player feedback, but then linked to the same unchanged rollout plan. Hence my first answer.
But this is one discussion where I hope I end up wrong...
