New rules for base gating.

Here is a novel concept I wanted to get across.  We have gating rules for fleets, attacking high level bases, but no gating rule to protect low level players bases from constantly getting attacked by high base level players using low level fleets.  How about creating a gating rule based upon a players base level that prevent him/her from attacking a base 5 levels or more below them no matter what level fleet the create.  This would help prevent the game from losing potential long time players because they get tired of having their bases raided by players they can not possibly hit back.  We need to allow low level player the chance grow without being prey to players with high level bases and tech.

    This has been a issue since the start.  Many top players get bored and take their  low lvl fleets out for some terrorizing.  knowing that they cannot be attacked at all.  Even if it is a suicide mission hitting back would feel good.
