Building new units

I am level 26, command center 4, war factory and helipad maxed for cc level, and promoted cobra, humvee, and Abrams all to level 2. But I still cannot build them. Why is this?

Because it costs 20 critical cards + 60k to build them. You don't have the critical cards. If you want to build 6, that's 120 critical cards.
