Commanders, I have two more documents for you to review. As before, only one of them is encrypted.

I think you will find the contents of these documents to be particularly interesting. They cover the events of two years ago, and corroborate some of Algol's stories. I wonder what his involvement was?

A reward will be offered to the first who decrypts the final document and explains their methodology.

    It doesn't match standard QR code patterns, at least from my untrained eyes. Note the four position boxes, with one apearing quite out of alignment of the others. Usually you only see three.

    I put together the pieces on PowerPoint, there are some overlaps, so it helped, below is the QR code that I managed to get. There may be some mismatch that may affect the result.

    There may very well be some error in this sequence but I believe the general direction is correct. There is a set pattern in this sequence, each block can be separated by a comma, and should be a number (need to figure out what - and : represents).

    The latter half of the sequence is what I believe to be a decoding key, so for example, if a block ends up being 16, then it should be an 'r'.

    ima have a stab in the dark here and say those numbers in each coma mark may represent a part of the document we get with the QR code on it or something but i cant for the life of me remember how those marks(4-3:8, for example) go XD eg para graph, sentence, word, or something XD

    I did mine in photoshop.  Cut the pieces out and pasted each piece to its own layer, then used transparency options to fit them together.  The only thing that stumped me was the one piece that rotated.  Kudos to liuqi007 for getting it first though!  I'm too slow on these...  XD 

    If anyone wants to try the pieces in a different configuration (doubt it'll work though), here's my .psd file.

    Would you mind posting your result as a regular image, just to show what progress you made? I'm noticing a couple of errors in liuqu007's code that I'd like to double-check.

    working off my original guess what if its not 16 that ='s r but r that ='s 16, cross reference that to the alphabet and wouldn't that make it p?
    still leaves the question of how to get about getting the right letter, never was good at these sorts of things
    *edit* still if only i knew what 4-3:8, meant in reference to a portion of text and or a word/letter in a book or page of text :/

    Thanks for keeping on doing these where a small amount of people get this before the rest of us are even awake...cool...you guys really get it..let's not listen to what we said a while back and have something where a whole day passes and you randomly pick winners...but no this is fine...

    I rearranged the numbers that showed up in that list.  The last two pairs never repeat (well, for the most part).  Thinking it might mean something if I rearranged the codes based on those pairs... I'm still a little stumped.  I thought that radiated milo was on to something and I tried x line with y letter being the z place in a particular word, but it came up gibberish.  Thought I'd post that in case anyone else thought of something similar.

(I have marked these in yellow above and below.) This could either be due to an error in the QR code, or a deliberate part of the string for something like spaces. Another thing I found is that while there are 26 values to be found in the decoding key, all from 1 to 26, there are only 25 letters which are denoted by these values with "o" being replaced instead with "0" or zero. Lastly, the one bit of the string which didn't translate properly using my method was the 9, as the result from its block was 0. (I've marked this in orange above and below.)

    I took the first 2 numbers as coordinates and the 3rd as value and put in a table 9 x 9, bottom line is 1
    I left empty the coordinates without clue.... 
    Interesting is that no number is repeated twice 
    The missing numbers in the order are...in red

    The QR code is from the second file in the first post, "#8 Accident Report." The QR code is split into nine parts which need to be overlayed correctly in order for it to be usable.

    Also just to controll i but these numbers into QR cenerator and get same image so everything is like it suposed to. So that was exactly what was put into QR generator.
