Recent fixes for Alliances & the Base Planner

Alliances:

- Lieutenants will no longer incorrectly be able to attempt to kick other Lieutenants. They can still kick base level members.

- Base level members will not see an empty messaging thread from a person who is requesting to join the alliance.

Base Planner:

- An error related to stashed walls should no longer appear when loading saved layouts.

- Players should hopefully no longer be blocked from applying specific base layouts.
