locked slots in preserver squads

sorry if this has been covered but I couldn't find any mention of it,,, in a squad ran by a lead preserver, there are two locked slots, allowing only two preservers to be used with the lead preserver,, how do these unlock?

The 2 locked spot are not unlock-able at this time.  Maybe something coming in the future for these slots.

for the very reason.....I use lead operators

live and learn,, would have been nice for Kixeye to give us the info on this before we wasted time on lead  preservers,,,,
