So here is a story... Is this Harassment? (Of Course Not)
I am L67 (with 60 medals) and had my Base flattened by someone 25+ Levels above me (with 268 medals) and MUCH nicer toys than I have. No Worries. It happens. But that does not mean I just have to "take it like a man and like it" does it? So... What can I do to retaliate? Don't want to make it an "Alliance Thing". That would be cheesy, but there are ways... Just wait for an opportunity to get a little bit of payback.
Look... that L92+ left a Fleet out. Zombie Cat3 Specs Go Go Go!!! Took out two Atlas Carriers. Nice, but still not satisfied. Well. As it happens this particular L92+ seems to make a habit of leaving Fleets out and Coining them when they get sunk. Do not really understand, but who am I to argue? So between those Zombie Specs and some Zombie Torrent MCX/SW I sink some more. I get told "I am a pain in the A** and playing like a little kid not a man". Really? Interesting perspective.
Long Story Short: In the 48 hours since my Base was flattened I have sunk 31 Interdictors (two Vassagos), 17 Atlas carriers, 4 Berserkers (2 Grim), 4 P-Drone Hurricanes, 3 Hellstrikes, and a pair of Threshers.
After the first 24 hours or so I asked if they were ready to apologize for attacking my base and not do it again. 
They came back and took a run at me again a few hours after my Bubble dropped. Thanks to a great Alliance mates they lost 3 more Zerks.
Now this Level 92+ player is saying that I am "harassing" them and that they will turn me into KixEye. What?!?! Really? Just thought I would get a general reaction from folks. Seems to me like I have responded in a completely appropriate fashion.

I don't see how that is possible Burning Steel. In the game, we aren't even able to attack bases...unless they are 5 levels above us..or below us I thought...so how can they hit you when they are 25 plus levels???? in another sector that i've noticed when my BF plays.. it's swarming with hackers - so i guess it could be possible..?
The game is about battling, If you had threatened him or his family, that's harassment. He's just upset, you didn't sit and get **** slapped and take it. Good for you, farm him till they move
It's harassment to the player, but not necessarily something that would entail disciplinary action I would think. It's part of the game. But thanks for making me waste two minutes of my life listening to your story.
That only applies if you are only below level 50..otherwise you are fair game.
As far as hitting fleets the lvl 92 has put out, shame on him for leaving targets on the water . LOL

Once you are a level 50, anyone can hit you from level 45 up.
I say good for you, as regards the accusation that he / they will report you to Kixeye, that just shows what a bunch of cowardly idiots they are. It is not against the rules in anyway, infact I would say what you are doing is exactly how kix originally intended the game to be played.
And anyway, if he / they are coining fleets, then that's money in the kixeye coffers.
*stands and applauds* This is exactly the kind of tenacity lower level players should have against higher level players.
In no way, form or fashion is this harassment. It's a valid tactic in game, and as long as you keep your attitude respectable toward them, they have no basis to send a ticket to Kix for harassment.
Bottom line, you found a weakness in their game: they have too many coins and no common sense.
That rule doesnt apply after someone turns 50

Amazing how those wanting to force some to play their way ... would in fact be up in arms if they were forced to play someone elses way ...

dude your making kixeye a ton of money so keep at it. They wont do a thing, the guy is a heavy coiner and whiner who let his pocket book play the game for him. He's got no skills, and if your in a good alliance its always an alliance thing.

large coiners HATE losing...so they coin more. Kixeye should cut you in for 10%.
But seriusly its sad players like him that complain and cry to kix to "fix" things. "They wont play my way, its not fair, i coin fleets goddamn it. Change the game so i can win or, or ,or, ill cry louder!"
This is basically what I do to every person or alliance that hits me, and I have become well loved for it. In fact, many of the sectors I visit result from encounters like this, which then encourage me to seek out my opponents next jump point and follow them to continue killing their fleets. If they are really nice, I stay for a raid. I know that because I am not the most skilled player and because I coin VERY little, I am supposed to kiss the **** of those who attack me and hope they see me as a good sport and decide to show mercy, but that's never going to happen and all the name calling and threats aren't going to change that. just saying no it aint they messed with you they get hit bk right so in my book i would do same or worse than what ur on bout n have done worse for a lot longer period of time till they port away from me i have no base guard if i get hit by some group what keeps hiting my ali or me then i will get annoyed n start sinking all fleets i see

* Update - 7 more Atlas Carriers sunk, bring the total to 24. (what can I say.. I got a little sloppy and only sank three of them the first visit. They had Coined the Repairs by the time I got back to finish it off. They may even have been driving... could not really tell...)

Well as a 76 with plenty of the latest toys due to me being better at fvf at the time reavers started and doing well at them, I would say this, he wants to farm your base and is stupid enough to leave his fleets out then go for it sink em all day long, he's got to be the most arrogant level 92 in the game for leaving those fleets lying around daring them to be hit. BTW what's his name and wheres he located? LOL
Keep hitting him sounds like hes a salv-pirate got to L92 by shipping loads of res, why else would he leave fleets out; stupidity ?
i had one guy hunt me down and follow me across 300 sectors to camp my base and kill anything i launched. i sent a ticket about i tto kixeye and they told me it was a battle game and to basically suck it up. your fine dude.

I would continue to sink his fleets. Show no mercy to idiots that leave stuff out. That's one of the first things I learned was not to leave a fleet untended and I still shake my head when I see someone half a dozen fleets scattered around. Even in my own sector I get this itch to sink every **** one of them.
The OP didn't say he was a low level player, he just said the attacker was 25 levels higher than he is. The rest of your post is just more "play the way that makes the game easiest and most convenient for me or you're a ****" rhetoric that all of the ****-hurt face book pages are full of. The name of the game is "Battle Pirates", not "Base Smashing Pirates" or "Call the Other Guys Names if They Don't Follow Your Make Believe Rules Pirates". Adapt or die. Well, maybe not die, maybe just move on.
