Greetings Captains,
The team has been evaluating player feedback regarding the Level Restructure and attack restrictions changes. Weve noticed that mid-level players have experienced a decrease in the number of attackable targets and were looking into making adjustments to attacking rules. Essentially, we want to broaden the level ranges for players that are between level 20 and 40. We will also be allowing players to attack any player above their level, however, attackers are subject to retaliation. The current rules and proposed adjustments are listed below.
Current Rules
+/- 5 up to level 40, then uncapped
35-39 can still attack 5 above
40-44 can still attack 5 below
Unlimited attack range (No travel restrictions)
Proposed Rules
+/- 5 up to level 20
15-20 can attack 5 above
+/- 10 from level 20 to level 40
20-25 can only attack 5 below
25-30 can only attack down to level 20
Uncapped from level 40
30-40 can attack 10 above
40-50 can attack 10 below
Unlimited attack range (No travel restrictions)
Unlimited Attack Rule
Players can attack any base above their range (e.g., A level 25 player can attack any level 36+ player)
Players on the offensive will be open to retaliation from the player that they attack, for each attack they perform. (e.g., The level 25 player hits the level 40 3 times, the level 40 can attack the lower level player 3 times)
We believe that this would give players a larger selection of targets, while still keeping some restraint on higher-level players. Ultimately, we want to make sure that players always have available targets within their level range so that they do not have to go out too far to find a battle.

This is due to low level players getting beat on for hitting in sector, in my opinion. They go to other sectors then, and find dead bases that sit for far too long.

gotta couple mid 30's in 402 that are square to flatten. They complain about me hitting them in my messaging system every time I do so
Edit: I am leveling up way to quickly since I got FF's and every base I hit has to be square and have full WH's
like how is a 6.9 mill id that kills salvs to unlock shiz tht lvls off salvs that wishes he didnt suposed to beat a fleet off dreadx from a 3mill id no chace so i just rep and deal al i want is bubble then base auto repair as i work 12--13 hour shifts and getting lvl 2 hrs after i go to work and seeing a bubble that is timed out with out any rep done is a bit harsh lvls are good hitting is good
JUST MAKE AUTO REPAIR WHEN BASE HAS BEEN HIT THAT WAY EVERY BASE WILL REPAIR AND GIVE SOME ONE SOME THING TO HIT!!! LOGIC
You all said you did these new lvl changes to allow more players more targets.
The change opening all over 40 to same lvls was not a big difference in amount of people that could hit a 29 old lvl 40 new lvl anyway.
But now your saying at 60 you cant hit below a 50 guess what that is alot less than the old 5 lvl range.
You as always are listening to the ****ing casual player and ignoreing your now supposedlly a hardcore gameing company.

Seriouslly remember your lvl changes you stated where to give more targets to higher players but poof 2 months later we now have less targets than we did before your initial change.

AKA rim job them....worst idea ever -.- ........really.....
That said, if a change were to be made, I'd say to simply bump the free-for-all threshold up to lvl 45, old level 30. There are/where only a couple hundred former 36+ players, so the 45s really won't be able to complain, and a 45 is a lot more likely to have nearly everything done base defense wise.
Or how about some better hulls from FMs?

When you first took the 850 hit range restriction out Paul Preece suggested that you had ideas in mind to reduce the travel time to attack bases further away. Other than the tactical module (which significantly weakens the fleet) nothing has been done about this!
Maybe a better solution than the complicated one I've just read would be to look at this. Double the map speed of all hulls or something. Much easier solution and much less confusing

If you are actually about to change it so 51+ can no longer rolf-stomp 40-50, that's long overdue. To be clear, your proposal says a 51+ *cannot* hit below 51? That's how it needs to be.
There is no game balance when players with bases that are fully kitted out with DU4, Level 4 weapons and level 3 Turret specials, and full base hitter fleets of raid ships or at least HH/FF with drac weapons, can dance all over players who don't have those things. And, as several posts have walked through the level-up math over the past month or two, it is mathematically impossible for a player to have a full kit base by level 40. It's not even possible by 45. The cutoff is more like level 48-50. Which makes this proposed change ***perfect***.
One of the common refrains from battle pirate bullies has repeatedly been, when anyone who's not already 50+ complains about being leveled, "well you should have worked on your base". An empty retort when there is no way their base could have been properly prepared to resist the hits. This change removes that taunt from the bullies' arsenal. They'll have to bully players who are more able to resist. Anyone who's a good battle pirate shouldn't shirk from a fair fight. This change ensures the fights would be more fair.
If this change goes through, anyone 50+ complaining about being smashed does deserve taunts. They had plenty of time to research end-game base weapons and base specials, and DU4. It'll still take about five or six weeks of build time to apply them to the base, but anyone who's paying attention to the bullies' refrain of "base first" will be fine by level 51. This is more how the level splits should have been all along. Worst case for early 50s will be the time required to complete a proper base hitter fleet; but at least they won't be building it while being leveled every 36 hours.
I would surmise the Dev team is seeing player numbers dropping off from the 40-50 range? That numbers are showing a spike in players at or a little past the 40 mark not logging in anymore? Pretty sure a lot of people told you that would happen. Now you have to somehow get news of the game actually being playable for those players to them, so they might decide to give you a second chance. Perhaps it would've been better to have retained those players by not putting them in position to be curb-stomped in the first place? Was it really worth making the coiner and long-time player bullies happy for a couple of months, to have lost players in the meantime?
Make the change. Fix your game.

I love the idea of letting people hit anyone above their level without restrictions, AND that the person can retaliate in kind. Great idea. I don't like the idea of broadening the range for low-to-mid levels and restricting it way more for upper levels. You're just shifting the problem from the 30s to the 50s. If you're finding that the 30s don't have enough people to hit, allowing them to hit higher should fix it. There's a 36 in my sector who would jump at the chance to hit bases above 41, and he's just using Levis. The guy's an animal, really. I can't wait to see him with strike cruisers or something around that level of awesome. But that's not really the point. The players in their late 30s should be concentrating on base defense so they won't become farms when they hit 40 (or 45, whatever you make it). I'll be the first to tell you that the upper levels who say "stop whining 40s, it's just about the same as before" are right but missing the point. The point is that it was never fair for a 34 to be able to hit a 29, not that since it was allowed before it should be allowed now. I went from 29 to 42 after the change, and I just hit 47 yesterday, so I feel qualified to offer a valid opinion on this. 45 is a reasonable level to expect players to put up a decent fight against higher levels. It would be completely fair if you had never created the dread x. That severely unbalanced the game. If they didn't exist, the current system would be absolutely perfect.
I have a suggestion that would help the 30s and low 40s considerably, without going through this convoluted change. You know how building walls doesn't require a "person", so it can happen while you're building or upgrading another building? Do that for platforms too. If I could upgrade platforms (including the turrets and specials) while also upgrading labs, I would have been prepared for base hits by 50-somethings by the time I jumped from 29 to 42. As it stands, right now I'm putting off upgrading the adv lab and weapons lab to 10 so that I can upgrade my turrets and specials.
In addition to that, I think if Kixeye just gives it a few more months, they'll see a lot more variety in levels. At that point, a change like this one might actually work correctly. Sometimes, the best reaction is not to react.

Yes I have been leveled by a 57 and a 59 while I am a level 41. I hit repair and move on. I ask the higher player what I could do to be a more formidable opponent the future . Some say hang in there and offer ideas, others have wise a$$ remarks. Oh Well And yes I learned to keep as little resources as possible in my warehouses.
a 51 cannot hit below 50? thats bullshit. As a 50 player and as a 30 to 31 player (old levels then) i wanted to be hit by higher levels. How else do u learn????
When i was a lvl30 (old) i always said that 30 should be able to be hit by ANYONE higher. We/they need to be so they CAN progress in the game.
The only way to learn is buy being hit by players better than you.
Think of it this way:
You play tennis,
If u play someone who is the same skill level as you, you either dont or it takes longer to improve. Play someone who is a higher level than you and your game gets better faster.
