Map speed slower than listed ship speed?

My fleet of leviathans, all elite rank, each ship has a listed speed of 23.5mph. However, on the main fleets page, the fleet's map speed is listed at 21mph. What is causing the drop in speed? I have an officer assigned to this fleet as well. I have tried un-assigning and reassigning the officer, that did not correct the issue. Is this a trouble ticket issue, or something about the game I don't know about? All of my other fleets appear to be correctly 10%faster than their listed ship speed due to officers. The one in question appears to be 10% slower.

A known issue with Fleet #1, it decreases the map speed by 10% instead of increasing it by 10%.

Ok, I do have them assigned to fleet #1, so at least I have a partial answer, in that it's a known issue... Are we expecting a fix for this?

Well, i did hear an Admin say that the issue is being looked into. So i suppose we will be getting it fixed soon.
