One of the Draconian Admiral's commanders. She's primarily responsible for commanding battle groups to harass the Forsaken. She is also responsible for creating many of the Draconian Empire's latest weapons, like the Kodiak-class Missile Battleship, the Typhoon-class Command Drone Carrier, the Executioner Missile Turret, and so on. She also has two different flagships in the form of either a Dreadnought X-Type modified to her specifics, or a Nuclear Cruiser modified for cryo flechette capabilities. A skilled commander, she commands many of the Draconian Empire's fleets into battle against the Forsaken and the Reavers alongside the Admiral. Her loyalty to both the Empire and the Admiral and her abilities on the battlefield has earned her a place as the Admiral's second in command. Her tactics have evolved as the Draconians continued developing new technology to combat their foes. As of late, her forces have been incorporating the use of Mega Ships among their forces. A cunning commander, Greta is one of the best the Draconians have. She also serves as the commanding officer to captains who side with the Draconians. As of current events, Greta is now officially the second in command of the whole Draconian Navy along with the Admiral. Because of the attempted grab at power by Vassago, Greta had to put him in his place by way of assassination. While it may sound deceptive, she proved her loyalty to the true High Admiral.

One of the Draconian commanders. Vassago is of a similar rank to Greta Spader with the exception of not being the Admiral's second in command. Although he has a high standing in the Draconian Navy, he has his own agenda which may shake the roots of the Draconian Empire, provided the Admiral doesn't find out about it. He prefers the brutal approach of eliminating enemy fleets with sheer overwhelming numbers and offensive might. A cunning opponent will have little trouble dealing with him. Vassago specializes in large-scale engagements that especially revolve around his Nemesis-class capital ships. He often gives the Forsaken trouble, but because of a number of failures, he shows more signs of dissent with each defeat. To compare, he is similar to Starscream from a TV show in the time before the Great Cataclysm. As of right now, Vassago has been assassinated by rivaling commander Greta Spader. Rumor has it the motive is that he threatened to charge Spader with treason if she did not halt Mega Ship and Superweapon research in addition to making the audacious claim that he was the High Admiral.

The supreme commander of the Draconian Empire. The other factions have little idea of his existence, and only the Elite Commanders know all about him. In Draconian naval rankings, there are two more ranks after Admiral of the Fleet: the High Admiral and the Supreme Admiral, the highest position in the Empire's navy. As the highest-ranking officer in the Imperial Navy, the Admiral has the responsibility of protecting the Empire from all credible threats and has the authority to use any means necessary to do so. Like Spader, he is a calm, collected, and calculating commander who can easily identify enemy weak spots and strike with uncanny precision and deadly strength. The Admiral also commands unprecedented respect from ally and enemy alike. To date, his ability in battle is almost peerless, leaving only Captain Harlock as his equal. A liaison to the captains and a commander of the Draconian forces. While nowhere near as skilled as the Admiral, he does share some tactics with the elite commanders Vassago and Spader. In charge of the top-secret "Project Nine," Melatech leads a survey division to find the rumored "continent," just like the Legion are. Officially, the plan was hatched by Vassago, but the orders may have come from the Admiral. Despite being part of the Survey and Reclamation division, he will do whatever it takes to protect the interests of the Draconian Empire, as they may be of unimaginable importance.

The de-facto leader of the Forsaken Alliance, taking the helm shortly after the retirement and mysterious disappearance of their former leader, Admiral Dredge. He is directly responsible for all operations against the Draconian Empire and the Reaver Horde in the form of "raids," directing all captains under him to attack and destroy certain installations and fleets of the Empire. He is currently the only captain to have dared battle the Draconian Admiral and live, on multiple occasions. However, almost all of their engagements ended in a draw, likely because they've become evenly matched over the years. While the Captain's true identity is often questioned, his deeds are far from denied. However, as of late, he is taking part in battles a lot less frequently than should be expected of a leader, letting his underlings fight most of the war. To date, no Forsaken captain outside the Council has ever seen Captain Harlock's face. An expert tactician, almost no one has been able to force him into a draw, much less defeat him.

A former scientist who received a promotion to Admiral after one of the Forsaken's operations against Draconian military fleets. Aside from developing technology for the Forsaken, he is not known for much else before and after his mysterious disappearance. After some time, Brennus has returned to the battlefield while continuing to develop new technologies for the Forsaken. However, his experience in battle remains to be seen.

Formerly one of Captain Harlock's henchmen. Now that she has broken from the Forsaken, she has led a number of operations against both the Draconians and her former masters. She has designed a number of ships for the Legion to use, mainly Conqueror hulls, and has redesigned the Mega Ship concept to what it is now. Before her infamous defiance against the Forsaken, she was in charge of leading precision strikes against the Draconians. She also hosted several Forsaken Arena Tournaments to test the captains in battle against one another. In addition, she cooperated with Harlock against the threat posed by Borbas when he led the Reavers during her time as a Forsaken. Although not as composed as her equivalent, Greta Spader, she is, as Greta puts it in one entry to her journal, "one determined (redacted)."Axi Gridiron

Zoe's second in command and liaison to the captains. Responsible for leading several operations against the Draconians as the Legion's right hand. Tasked with a most important directive of finding the Legion what is believed to be a "continent" based on Draconian intelligence. While she doesn't have the same experience Zoe has in battle, she makes up for it by being just as determined. Like most other members of the Legion, she broke from the Forsaken after they got tired of Harlock's inability to strike at the Draconians where it hurts. During one encounter with the Draconian officer known as Melatech, she forced him to retreat, but sustained critical injuries, forcing her to remain in the infirmary. Bishop has a scientific mind rivaling the Forsaken's Admiral Brennus, giving the Legion a much-needed tactical advantage to be on par with the other factions. He is a capable commander and a brilliant scientist, now working to develop the latest weapons and ships to be put to use in Legion service. It is currently unknown what his tactics are, but if allowed, he may consider deciphering the science behind the Draconian Superweapons to allow the Legion to build their own.

The only Reaver leader either side has any reliable intel on. It was confirmed she was the commander of the Reaver hordes on a number of operations, but it is further revealed that she was only a field commander for their true leader known only as Borbas. She is rather cunning compared to the rest of the Reavers, for she is one of the only brains in any Reaver operation. She is known to command two types of cobbled-up hulls to exercise her reign of terror: a Berserker modified to grant triple salvo and improved defenses to all ships in the fleet, and a specialty-built Hellhound that has the same triple-salvo buff, but creates an eruption that paralyzes any ships and buildings in its radius every third overload. This vessel is codenamed "Grimshine's Wrath" because of the Alpha-Strike weapon it carries. While she has not been heard of in some time, she may attack again unexpectedly. While this has been unconfirmed, rumor suggests that her deep-seated grudge for the Draconian Empire comes from a childhood tragedy she suffered in their hands. After Borbas' defeat, Grimshine has disappeared from the theater of war for a time. Now that she has returned, she serves as one of the warlords of the Reaver Hordes. It is unclear if she has new tactics or technology to bring to the table as of yet.

The original leader of the Reavers, with Grimshine serving as his right hand figure. His rank is possibly equivalent to that of either a Forsaken Marshal Admiral or a Draconian Admiral of the Fleet. During his foray into Forsaken territory, he struck terror into the hearts of many with his tactics and the release of a new monster known as the Hellstar. With that, the Forsaken was barely able to hold together before going on the offensive again. Since then, the Forsaken have destroyed multiple Hellstar prototypes and ultimately challenged Borbas himself and won. With the destruction of his Hellstar came the death of Borbas, which forced the Reavers into full retreat. For a time.

A brutal tactician, Ferox made his appearance by attacking Forsaken territory and striking terror into their hearts with the use of Reaver ships made into a new configuration, forcing the Forsaken to rely on submarines for a time. Like other Reaver leaders, he attacks with little regard for the safety of those under him. While no additional data on him is available, he may become a threat if left unchecked.

A Reaver warlord and occasional liaison to the captains. Gutspill the Gigantic is the leader of the Windrider clan of Reavers. He is in charge of defending their territory, the Glowing Sea, from potential intruders. Like most other Reavers, intelligence is not his strongest suit, but he did manage to fool the Forsaken into bringing Corrosive defenses against his Radioactive fields and weaponry. As far as his tactics go, he is primarily defensive, using ships with heavy (or extreme, in the Forsaken's case) evasion and strong defenses against his enemies. Little more is known about Gutspill, but he does prefer to have his chicken irradiated.

The leader of the current generation of the Scourge. It is possible he led the Scourge during their first foray into Forsaken territory. When they were forced to return to the ocean floor, they took their time waiting for the opportune moment to strike. When Isurus made his declaration to the "surface dwellers," he made it clear that they should stop fighting and submit to his will, or be eliminated. Naturally, the other factions were hard at work developing technologies to combat this threat. As far as the title goes, he is the supreme commander of the Scourge, but it is currently unknown what his tactics are. Nevertheless, Isurus cannot be allowed to operate unopposed. In the current phase of the war, Isurus attempted to forge an alliance with Greta Spader of the Draconians. While it lasted, they co-opted several new technologies to prevent the Forsaken from breaking through the Scourge blockade. When the alliance was broken, the "Twins" of the Scourge attacked Isurus and put him in a cryogenic prison for reasons unknown. For the time being, he is frozen inside one of the Scourge's maximum-security underwater cities. No further details of his capture are available.

A liaison of the Scourge to the captains. When Isurus finds captains who are willing to fight for the Scourge, many of his agents, like Solon, are sent to recruit them for missions the others deem "beyond their power." This makes sense, as the Scourge have mostly submarine-type vessels in their armada, thus leaving them very little in surface combat options. While Solon does not seem to be a direct combatant, he specializes in making deals with captains of the rivaling factions, making him a dangerous servant to the Scourge. Solon is also the brother to the duo of Scourge agents known as "The Twins." His sister, Makara, operates with him as part of the Scourge leadership.

The sister and twin of Solon. She leads alongside him as the second to The Twins. She is responsible for carrying out Isurus' imprisonment on behalf of the Elders of the Scourge. Like Solon, she operates as an agent to the Scourge, and prefers to make deals whenever possible. Recently, she was able to strike a bargain with Captain Harlock, offering his Forsaken technology for their Manticore ships in exchange for destroying Draconian Mega Convoys. It is unclear what her motives are, but there may be a possible alliance between the two factions.
