Is XP turned off?

So after upgrading my modules I went back and added more armor to each one since the changes make it so repair time isn't affected.  But I noticed that no matter how much I add or what type I add, my XP values haven't changed at all.  Is base upgrade levels turned off or something?  Even if it's a minuscule amount it should have at least increased a little bit.

The bases dont reduce in xp if you removed any such armors before, so your probably rebuilding the needed xp before it actually starts rising again

Let me redo that, bases xp stays the same when you look at it, but could be much lower than shown because you may have removed armors of high xp value, keep adding and eventually itll start rising again, base xp won't increase unless the upgrade or refit adds more than what it currently has, it does not decrease visually

You are probably in XP debt, which occurs when you downgrade equipment or scrap modules. In order to increase your XP, the debt must be first repaid.

With the new gating system, there's really no point in having a system where base level shown is max gained, as you no longer suddenly get rushed by massive OP fleets just because you gain a level. About time bases show their true levels. That would get rid of the whole dept problem.
