Is there any chance you could scrap deflection completely and change it to charged armour?

Deflection is such a stupid thing to balance.

1. You either have the equipment and steam roll over the opponent while they can't do anything no matter how well their base/fleet is setup.
2. You don't have the equipment and you get pretty much one shot no matter how hard you try.
3. Both of you have the equipment and you barely do any damage to each other and the battle more than likely times out before anything interesting even happens.

Charged armour is actually kind of a good stat, all weapons in the game should be performing how they used to, a lot more builds will be viable again and some strategy can actually come into play instead of it just being the person with the deepest wallet.

    It would have been easier to create 2 categories of %resistance. PvP resistances and PvE resistances. Deflection scales terribly into power creep, and is extremely "feast or famine".

    With %resist adding 10% damage special means enemies take 10% more damage. Adding 10% resist special means taking 10% less damage. It's so much simpler and nicer. Efforts to improve builds on both sides are equally rewarded.

    Sorry, but I don't see how changing deflection to charged armor would help. After all, charged armor is basically deflection if you put it into a PvP context. All ships would play like a Rage fleet, trying to rush down a base before their protection wore off.
