When your deflection negates the incoming projectile, then pass through is applied, instead of getting 0 damage. "Over damage" is applied on every shot, as "extra" damage, that cannot be negated.
It's basically the minimum damage you see on charged armor. The over damage is how much damage that will get by the person's deflection no matter how much that may be.

Where do you see this on charged armor?? This has more to do with PvP and deflection.

It functions basically like the minimum damage on a charged armor. Except instead of for defense, it's for offense. I did not say it literally was the same thing.

"The over damage is how much damage that will get by the person's deflection no matter how much that may be." is wrong? Wow you must be wrong too then I suppose.

If you were mod on forums, you'd get your rank demoted for confusing responses.. make it short, simple and clear

That's none of your concern. I rephrased it to match when people were saying about over damage when it came out.
But anyways, this is the official description for over damage:
New ability “Over Damage” - Weapons with this ability will deal at least this much damage beyond the target’s deflection value. This value is applied per projectile and per damage type. Over Damage is currently not affected by bonus damage effects. This has been retroactively applied to the 2X-Q Mortar, Siege Missile D55-X, and Siege Rockets L100-CT.
